Owner's rep, construction manager, GC: who actually protects you?
Three titles get used interchangeably on New York projects. They should not be. The difference is not what they do all day — it is who they answer to, and how they are paid.

The general contractor: builds
The GC executes the work: labor, subcontractors, materials, sequencing on site. A good one is worth everything. But structurally, the GC's margin lives inside your budget — every change order is revenue, and every unexamined invoice is easier than an examined one. That is not villainy; it is how the incentive is built. You don't ask the other side of a negotiation to negotiate for you.

A construction manager runs logistics and scheduling — sometimes as the owner's agent, often “at risk,” meaning they hold the trade contracts and function economically like a GC. The title tells you little. The contract tells you everything: if their fee grows with the construction cost, their interests are not fully yours.

The owner's representative: protects
An owner's representative sits on your side of the table and nowhere else. Scope before design, vetted teams, bids compared line by line, contracts negotiated in your favor, invoices reviewed before payment, quality checked against what was agreed. No stake in any vendor. Nothing from anyone but you.
The test is one question: who pays them, and for what? If any part of the answer is “the contractor,” “a referral,” or “a percentage that grows when the project grows,” they are not your representative — whatever the business card says.

On serious projects, you usually do: a GC building, sometimes a CM coordinating, and an owner's rep above both, holding the owner's interest. The owner's rep is typically the smallest fee on the project and the only one whose incentive points entirely at you.
